Energy concessions, rebates and grants

If you’re looking for more information on whether you can get a concession, rebate or grant towards your energy bill, you’ve come to the right place. What are energy concessions, rebates and grants?

Energy concessions, rebates and grants are programs provided by state governments to assist people with their energy bills, typically in the form of credits or discounts.

How do I know if I can receive a concession, rebate or grant?

There are specific criteria set by the relevant state government that you must satisfy in order to receive a concession, rebate or grant. In most cases, it is a requirement that you hold a valid concession card. In some instances a state government issued seniors card can also qualify for assistance.

What are concession cards?

Concession cards are cards issued by the Commonwealth Government and state governments to Australian residents whose circumstances meet specific criteria and which entitle the holder to some benefit(s). There are a number of different types of concession cards available, including:

  • the Pensioner Concession Card issued by Centrelink or the Department of Veterans’ Affairs (DVA);
  • the Commonwealth Health Care Card issued by Centrelink; and
  • the DVA Gold Card.

Not all concession cards provide an entitlement to an energy concession, rebate and/or grant.

How do I apply a concession to my Kogan Energy account?

If you’re a Kogan Energy customer and wish to add concession details to your account, or update your existing concession details, please fill out our concession details form, and we’ll be in touch.

Please note, certain concessions and rebates, such as the SA Energy Concession and the NSW Family Energy Rebate, need to be applied for directly through the relevant state government.

As part of registering your concession card details with us, you will need to confirm that your concession card details are accurate. We will also require your consent to validate the information that you have provided with the issuer of your concession card.

Concessions, rebates and grants will only apply to your primary place of residence. If you have multiple properties you will need to confirm your primary place of residence with us.

To be eligible for any of these concessions you must be a Kogan Energy account holder and:

  • hold one of the following valid concession cards:
    • a Pensioner Concession Card issued by Centrelink or the Department of Veterans’ Affairs (DVA);
    • a Health Care Card issued by Centrelink; or
    • a DVA Gold Card;
  • have a principal place of residence in Victoria (you may only claim a concession for your principal place of residence, which is deemed to be the address on your concession card); and
  • not be seeking the concession in respect of a commercial property (ie the energy account must be for residential use only).

The following cards are not eligible for energy concessions:

  • Commonwealth Seniors Card

Annual electricity concession

The annual electricity concession provides a 17.5% rebate off eligible customers’ annual electricity bill (includes usage and supply costs). The concession applies after any Kogan Energy discounts or solar feed-in credits, but does not apply to the first $188.76 of the annual bill.

Concession households with annual electricity bills in excess of $2890.45 (approximately double the average household amount) will need to apply for the excess electricity concession to continue to receive the 17.5% concession on energy consumed above this amount (see below).

Excess electricity concession

The excess electricity concession provides a 17.5% rebate off eligible customers’ annual electricity bill if it is in excess of $2890.45. If your annual electricity bills are reaching the threshold, we will send you an email advising you of this and the relevant form to complete. To be eligible for the concession you must complete and sign the form and return it to:

Winter gas concession

The winter gas concession provides a 17.5% rebate off eligible customers’ gas usage and supply costs (after Kogan Energy’s discounts have been applied) over the winter period (1 May to 31 October). The concession does not apply to the first $68.64 of the winter period bills. This is calculated as a daily rate on each bill.

Households with very high bills (over $1587.82 in the winter period) may apply for the excess gas concession to receive a further winter gas concession on their bill (see below).

Excess gas concession

Medical cooling concession

The medical cooling concession provides a 17.5% discount on summer electricity bills for Victorian households where a member of the family has a medical condition that affects the body’s ability to regulate temperature. The family member does not have to be named on the account. The concession is available 1 November to 30 April each year and applies in addition to the annual electricity concession.

Qualifying conditions include multiple sclerosis, lymphoedema, Parkinson’s disease, fibromyalgia, post-polio syndrome/poliomyelitis, and motor neurone disease. If you have another condition which causes you to be unable to self-regulate your body temperature, you may apply to the DHHS to be considered for the concession.

Service to property charge concession

The service to property charge concession is available for customers who have very low electricity usage. To qualify for this concession the cost of your electricity usage must be less than the cost of your service to property charge (ie the daily supply charge). Kogan Energy’s discounts and solar feed-in credits will not be taken into account. The concession reduces the daily supply charge to the cost of the total electricity usage cost for the billing period.

Once you correctly register your eligible concession card details with us, the concession will automatically be applied to your monthly bill when your daily supply charge is greater than the cost of your electricity usage.

Controlled load electricity concession

The controlled load electricity concession is available for customers who incur controlled load charges. Controlled load charges apply to separately metered electric hot water and/ or slab heating measured on eligible dual element meters. The concession only applies to the controlled load component of the bill.

The concession provides eligible customers with a 13% discount off the controlled load charges of your bill (Kogan Energy’s discounts will not be taken into account) and is available on all monthly bills issued throughout the year. You may receive other concessions in addition to the controlled load electricity concession.

Life support concession

The life support concession is available for account holders who hold a valid concession card and require, or someone else at the property requires, the use of an approved life support machine. Approved machines are those that use at least 1880 kilowatt hours of electricity annually, including intermittent peritoneal dialysis machines, oxygen concentrators, and haemodialysis machines.

Applications for other types of machines must be approved by the DHHS. Most continuous positive airways pressure machines do not meet this threshold.

The concession is equal to the cost of 1880 kilowatt hours of electricity used per annum.

Please note, irrespective of your eligibility for the life support concession, you still need to register your property as requiring the use of life support equipment to ensure the ongoing supply of electricity and your safety. Please refer to our life support equipment page for more information.

Utility relief grant

The utility relief grant is available to customers who are unable to pay for their electricity, gas or water usage due to a short-term financial crisis. To be eligible for the grant, you must have no way of paying your account without assistance and satisfy at least one of three criteria set by the DHHS.

The grant amount will be based on your outstanding account balance at the time you apply for the grant and the reasons you provide in your application. You can receive a maximum of $650 on each utility type (ie electricity, gas and water) in a two-year period or $1,300 for households with a single source of energy (eg electricity only). If you receive less than the maximum, you are eligible to apply for another grant without waiting for two years. The utility relief grant does not need to be paid back.

Electricity transfer fee waiver

The electricity transfer fee waiver provides a full waiver of the fee that is normally payable to the electricity retailer when you move into a new property. The waiver does not include new connection fees or fees associated with switching electricity retailers (eg contract exit fees or special meter read fees).

To be eligible for rebates in New South Wales you must be a Kogan Energy account holder and:

  • have a principal place of residence in New South Wales (you may only claim a concession for your principal place of residence, which is deemed to be the address on your concession card); and
  • not be seeking the concession in respect of a commercial property (ie the energy account must be for residential use only).

Some New South Wales concession rebates also require the applicant to hold one of the following valid concession cards:

  • Pensioner Concession Card (PCC) issued by Centrelink or Department of Veterans’ Affairs (DVA);
  • Commonwealth Health Care Card issued by Centrelink; or
  • DVA Gold Card (GCH).

Low income household rebate

The low income household rebate helps low income households cover the cost of their energy bills. You can apply for the rebate if you hold a valid concession card.

If your application is successful, a rebate of up to $285 is payable, which is calculated daily and applied as a credit to your account by Kogan Energy.

Family energy rebate

The family energy rebate assists eligible family households with dependent children to cover the costs of their energy bills. The rebate is a one off credit applied each financial year.

The rebate is available to applicants who have received the Family Tax Benefit in the previous financial year. Successful applicants will qualify for either a full or partial rebate payment. If you qualify for the low income household rebate, then you are eligible for a partial payment of $20.00 The full payment entitles you to a $180.00 rebate each financial year.

Applications must be made directly to the New South Wales Government. Please note, you must reapply for the rebate each year.

Medical energy rebate

The medical energy rebate provides a rebate on electricity costs for properties where the account holder, or someone living at the property, has a medical condition which results in an inability to self-regulate their body temperature. Applicants must hold a valid concession card.

The medical energy rebate provides up to $285 (excluding GST) a year to retail customers.

Applicants must verify that they, or someone at their household, has an inability to self-regulate their body temperature. This verification must be provided by a medical practitioner who has been treating the customer for at least three months. The applicant must also have at one primary condition and one secondary qualifying condition, as defined by the New South Wales Government.

If your application is successful, a rebate of up to $285 is payable, which is calculated daily and applied as a credit to your account by Kogan Energy.

Life support energy rebate

The life support energy rebate provides a rebate on electricity costs for properties where the account holder, or someone living at the property, has approved medical equipment which is essential for supporting life.

Currently, the following medical equipment is eligible for the rebate:

  • electric mobility devices for quadriplegics this does not include mobility scooters)
  • oxygen concentrators
  • positive airways pressure (PAP) devices
  • enteral feeding pump
  • external heart pump
  • home dialysis
  • phototherapy equipment
  • total parenteral nutrition (TPN) pumps
  • ventilators (this does not include nebulizers, humidifiers or vaporizers)

The life support rebate will be calculated daily and credited to your account. The amount credited will depend on the type(s) of life support equipment required at the property.

Energy accounts payment assistance scheme

The energy accounts payment assistance scheme is available to financially disadvantaged customers who are experiencing difficulty paying for their electricity bills.

The scheme operates through a voucher system, with each voucher worth $50.To receive a voucher, customers must contact a scheme provider and arrange an appointment to discuss their individual situation.

Vouchers are issued based on customers’ individual circumstances. Once a voucher is issued, the provider will provide relevant information to the New South Wales Government who will in turn provide this information to us and we will deduct the value of the voucher from your account (however, we will not be able to apply a voucher to your account if doing so would place your account in credit).

Please note, the scheme vouchers you receive may not cover all of the outstanding balance of your Kogan Energy account, in which case you will need to contact us to discuss payment of the remaining balance.

Appliance replacement

The appliance replacement offer gives eligible customers an opportunity to replace their television or refrigerator with newer more energy-efficient models.

To be eligible for the appliance replacement offer you must hold a valid concession card (which includes the low income health care card issued by Centrelink) and own a refrigerator that is six or more years old or a television that has a plasma or cathode ray tube (CRT).

If your application is successful you will receive a discounted price on selected models of refrigerators and televisions, and instructions on how to purchase your chosen appliance.

Electricity rebate

The electricity rebate provides eligible customers with a rebate of $340.85 per year off their electricity bill, which we apply monthly to your Kogan Energy bill as a daily amount.

To be eligible, you must:

  • hold one of the following concession cards:
    • Pensioner Concession Card (PCC) issued by Centrelink or Department of Veterans’ Affairs (DVA);
    • Commonwealth Health Care Card issued by Centrelink;
    • DVA Gold Card (GCH), and receive the war widow/widower pension or special rate TPI pension; or
    • Queensland Seniors Card; or
  • if you do not hold one of the above cards, hold asylum seeker status and be able to provide your ImmiCard details (electricity rebate only).

Further to the above, the cardholder must either live alone or share their principal place of residence with:

  • their spouse;
  • other people who hold a Pensioner Concession Card or Queensland Seniors Card;
  • other people wholly dependent on them;
  • other people who receive an income support payment from Centrelink, the Family Assistance Office, or the Department of Veterans’ Affairs and who do not pay rent; or
  • other people who live with the cardholder to provide care and assistance, and who do not pay rent.

Home energy emergency assistance scheme

The home energy emergency assistance scheme provides a one-off payment of up to $720 to customers experiencing payment difficulties due to an unforeseen emergency or a short-term financial crisis. The scheme may be applied for once every two years.

To apply for the scheme, you must

  • be participating in Kogan Energy’s hardship program or otherwise be on a payment plan with us; and
  • hold a valid concession card, or have an income equal to or less than the Australian Government’s maximum income rate for part-age pensioners (contact Centrelink for further details on this rate).

Medical cooling and heating electricity concession scheme

The medical cooling and heating electricity concession scheme provides financial assistance for those who have a chronic medical condition which is aggravated by changes in temperature. The scheme currently provides a payment of up to $340.85 (including GST) per year to eligible applicants. You can receive this concession in addition to the electricity rebate and other energy concessions.

To be eligible for the scheme you must:

  • be a Queensland resident;
  • live at your principal place of residence, which has an air-conditioning or heating unit; and
  • have a qualifying medical condition and need cooling or heating to stop your symptoms becoming significantly worse.

Qualifying medical conditions include:

  • multiple sclerosis;
  • autonomic system dysfunction;
  • loss of skin integrity or sweating capacity;
  • severe compromise of functioning such as mobility at extremes of environmental temperature; and
  • hypersensitivity to extremes of environmental temperature leading to increased pain or other discomfort or an increased risk of complications.

Further to the above, the applicant and/or legal guardian of a minor with a qualifying medical condition must hold a current Pensioner Concession Card or a current Commonwealth Health Care Card and be financially responsible for paying the electricity bill.

You must re-apply for the concession every two years, taking into account the following.

  • If you have a permanent medical condition, you won’t need a new medical certification but you will need to confirm that your concession card status or living arrangements haven’t changed
  • If your original application indicated a temporary need for heating or cooling, you will need to provide new medical certification and confirmation that your concession card status or living arrangements haven’t changed.

The Queensland Government will contact you six months before your concession approval expires and send you a new application form to complete. If you do not return this new application form, your concession payments will cease.

Electricity life support

The life support concession is available to individuals who require the use of a home-based oxygen concentrator or kidney dialysis machine.

If you are eligible for the concession, you will receive a payment of $694.18 per year, or $57.85 per month ($173.55 per quarter) for each oxygen concentrator, or $464.88 per year, or $38.74 per month ($116.22 per quarter) for each kidney dialysis machine you use. The concession is calculated monthly and paid quarterly by the Queensland Government.

You will receive your payment on or around 1 January, 1 April, 1 July and 1 October each year, by electronic funds transfer to your nominated bank account. Applications lodged less than 21 days before the payment date will be paid on the next payment date.

Energy concession

Eligible customers on low or fixed incomes can apply for help with the cost of energy bills for their principal place of residence.

The concession amount is indexed each financial year. For 2021-22, you may be eligible to receive up to $233.60 to cover both electricity and gas payments (including LPG bottled gas). If approved, your energy concession will be applied directly to your electricity bills.

How to apply

To apply for the energy concession, you can:

  • complete the South Australian Government household concessions form online here; or
  • download the form (or contact ConcessionsSA on 1800 307 758 or concessions@sa.gov.au and request that the form be sent to you) and return the completed and signed form by email to concessions@sa.gov.au or by post (no postage stamp required) to:

Emergency electricity payment scheme

The Emergency Electricity Payment Scheme (EEPS) provides assistance to households who are experiencing significant financial difficulties or who are at risk of electricity disconnection. EEPS is only accessible through financial counsellors and can only be accessed once every three years.

Medical heating and cooling concession

The medical heating and cooling concession assists customers on a fixed or low income who have a clinically verified medical condition which requires frequent heating or cooling at their property. The concession is indexed each financial year and is currently $233.60 per year. The concession applies in addition to the energy concession.
